Rather than having Phantom Strike be an active item like it currently is, what if it changed your heavy melee attack to have the teleporting/cursing properties of the current phantom strike (when it was off cooldown). It could either be a skill shot where you had to aim the teleport attack or lock on like it is now. I imagine the item would also have some +melee damage (maybe become gun and build out of heavy melee charge?).
Advantages: Another melee 6k item for melee builds and it gives phantom strike a little bit more to do. It frees up an active item slot and makes using the item more seamless (personally I have a hard time juggling 4 active items but I'm bad). Most importantly, I think that a teleporting heavy melee would feel super cool and make the endgame of melee builds really badass. You could also hypothetically parry Phantom Strike if you predicted it which would create some counter play and epic clips. If the item was usable untargeted as a generic teleport it would also be a way to keep some of the functionality of heavy melee cancelling in the game for melee users if you got rid of the current "trick" way to do it.
Disadvantages: You could use it by accident trying to heavy melee short range and waste the cooldown (if you didn't need the silence effect). Maybe melee builds don't need to be stronger. I also build Phantom Strike on for goo ball stuns a lot vs fliers, and that wouldn't work anymore, except warp stone/carpet does basically the same thing if you're good.
