Perma red dot / packet loss? (Santiago server)

In Brazil its pretty dominated by the ISP VIVO FIBRA
all my teammates that have this isp have permanent red dot (aparently a packet loss? cause there is no ms fluctuation)

I dont understand why not use Sao Paulo servers which is the most common practice
Santiago is always at least 50ms for any brazilian

Yes i see alot of Argentina/Chile players and i apreciate having very populated game, but the games are found in 1 second at every hidden mmr

On quakelive which has amazon aws 1core free tier private servers in sao paulo, there is also chilean and argentina players playing fine.
If wasnt for packet loss issues due to shitty route in the most used ISP of brazil i wouldnt make a report but, sometimes people teleport and skills i press make sound and not start.

Every clip i see in "Deadlock SA" discord searching videos has the red dot. Its a big problem

i dump connection stats, is not my issue, maybe the server itself, 5ms variance could be better but its not on my side
if everything here is fine, and the monsters teleports, either this log is incomplete/misleading or you guys know better
still doesnt know how 90% of games are played in red dot and feel bad
some games inconsistent red dot.
also my fiber is for my pc and my pc only, the only device and no wifi
