[Performance] Something goofy is happening with occlusion culling inside

When you're outside, if a large enough object blocks a bunch of other objects, performance improves. e.g.

For some reason, this does not apply to the walls when you are inside a building. Here's an example of looking at the street in Hero Sandbox and then looking towards the same street from inside the room with the mobs:

If anything, it seems like performance is a bit worse when you are inside a building looking towards an obscured outside area.

This issue also reproduces in the room with the punch test dummy. Seems like something goofy is happening with occlusion culling inside buildings.
