Performance/framerate issues

I've been playing since august last year. When I first started, I used to get 300+ fps during smaller teamfights. Now I don't even get 300+ in the hideout while paused.

It's been getting worse recently, and I can confirm that the map is not to blame; both dl_streets and dl_midtown run at almost the same framerate in similar spots (spawn, mid lane, sidelane).

The issues *definitely* come from players. I've seen multiple forum posts saying that the framerate drops dramatically with 12 player models present on the map, even if they're just static bots with AI disabled. And it doesn't get better when it's realy players moving around and using abilities; I've seen my frametimes go from 7-8ms up to 25ms+ for a few seconds when a big ult pops (like affliction or ice dome), and that kind of input lag is actually unplayable in a fast paced competitive game like this.

(5700x3d, 2060, 16gb of ram, updated win11, updated drivers, both dx11 and vulkan perform the same, currently playing on everything low and 50% render scaling to make the game not run like absolute shit. this is 100% the game's fault, not my setup. even if there are things I can do to make it better, i shouldn't be required to go and change some mystical hidden config files to make the game playable on what is a standard mid-range system. )
