Pausing does not work with hero specific binds.

If you have hero specific binds set that hero cannot use pause.

Oh so that's what happened today, some dude paused for no reason and I kept pressing P but it didn't show how much time before we can unpause. Because it doesn't work at all, even though key was binded, I did check.

Can confirm I've been having this issue.

Also, hero specific binds should automatically select the relevant hero when accessing the menu while in match and our hero is selected.
