Additional notes:
The faster you scroll, the faster you go. Best way seems to be a single, very quick swipe of the scroll wheel while pressing Shift.
Also remember to slide once you reach high speeds and to jump afterwards to maintain that speed.
You can also cancel the Shift cooldown if you spam both duck and dash, but it's quite pointless since it will consume all your stamina for basically no benefits, but it's quite fun to watch and way easier to execute

EDIT: read my other comment below, its actually not necessary to slide, you just need to time your jump right to maintain the momentum and THEN you can also slide if you want to maintain the speed even longer, or boost it with another duck overdrive

great catch, valve should really fix it, however, you posted in a topic with community clips, not with bugs.
I know, I wouldn't mind too much if it gets fixed since its clearly op, but then again I wanted people to have their fun with it so I chose to post it here instead
 
Update: you don't need to slide, you can just jump at the right time. It seems to be even faster if done diagonally

While this method still works, its now more "risky" than the original one with the slide since they changed Dash-Down to be 2 ducks in a row, meaning that if you don't execute it *perfectly*, you might still be scrolling your mousewheel while you jump, causing your character to dash down and at best wasting you a dash or at worst ruining the trick.
So yeah, use the original one, its more consistent
 
This should probably be in Bug Reports, no?
Anyway, binding mouse wheel to +duck also lets you do normal dashes in the air without any restriction on the amount. No clue why that works since down dash already has a count restriction too.
