(Paradox) Kinetic Carabine and item proccing

There seems to be some inconsistency in the ability interacting with certain items that proc on hit. Some work, some don't, without seemingly any reason. Here's a list of all the interactions I could find:
  • Close Quarters: works
  • Headshot Booster: does not work
  • Hollow Point Ward: works
  • Restorative Shot: works
  • Long Range: works
  • Mystic Shot: works
  • Slowing Bullets: does not work
  • Soul Shredder Bullets: does not seem to work
  • Point Blank: does not work fully (yes extra damage, no slow)
  • Sharpshooter: works
  • Tesla Bullets: works
  • Toxic Bullets: does not work
  • Glass Cannon: works
  • Lucky Shot: works
  • Ricochet: does not work
  • Siphon Bullets: does not work
  • Silencer: does not work, neither passive nor active
  • Inhibitor: does not work
These should be most if not all effects that come to mind, and you can see how some times the extra effect does trigger, but some notable others it does not. It would be nice if there was a consistent way this got applied, either through wording of the ability/items or a general rule, because right now it feels like some interactions are intended but do not seem to work.
