This has been happening since a patch around two/three weeks ago in every single game. It'll happen multiple times per game and most times it leads to a full freeze like this. Restarting the game and joining again works sometimes but even if it doesn't freeze like this again it will continue having small spikes similar to the start.
Sometimes when this happens I think it's because connection to steam was lost since it'll start working again and notification pop ups of friends playing games will all pop up at once. I'm connected through ethernet cable I don't know if it's my internet but counter-strike 2 and other online games work fine.
