When spectating someone via a match ID, you are able to hover your mouse over their items in the bottom left of the screen and see item tooltips. I have attached a picture below to be clear.
Once you open up the shop then close it, you can no longer hover your mouse over their items and have the tooltip show up.
The way I have found to get the tooltips to re-appear is to press 'J' to enable camera control, then press 'J' again to revert back to default camera. This once again allows the tooltips to show up in-game.
