Omnicharge Signet and Rapid Recharge have an "overflow" issue on already charged abilities

Omnicharge gives 70% faster time between charges, and Rapid gives 30%.

Doorman Call Bell has a time between charges of 4s. With only R.R it becomes 2.8s. With only Omni it becomes 1.2s.
But when you have both, the time is set back to 4s.

If you were to Imbue Omni on his Luggage Cart, the time between charges would be 7 seconds, and Bell would be at 1.2s.
With R.R and Omni, Cart's time between charges becomes 0s, and Bell's time between ALSO becomes 0s.

So it SEEMS like the 70% and 30% stack Additively. And it seems that when Omnicharge is imbued on an ability that already has charges the game hits some sort of "stack overflow" and resets the time between charges cooldown to its base CD.

This also causes issues with abilities that become charged. If you put Omnicharge on Haze's Smoke Bomb for example. At Tier 2 (while also having R.R) Smoke Bomb's time between charges is 0s, but as soon as you upgrade it to Tier 3, the time between becomes 7 (the default if you were to have 2 charges)

This is fixed (like noted above) if you were to Imbue Omni. on Sleep Dagger.
 
The higher cooldown between charges seems to only happen on the imbued ability. If you have a character with multiple charged abilities, like venator or infernus, and you imbue an ability that has charges, only the imbued ability will go back to high cooldown, while the other ability will go to 0.

On Venator if you imbue his shotgun, all 3 abilities go to 0 cooldown between charges.
