you are low enough rank that if it wants to place you in games within ANY reasonable amount of time, it would HAVE to place you against better players. i know that kind of blows, but at the end of the day you will just have to improve your basic skills to not have this issue. its not a bug, its just due to the game having not enough people who are new, who stay new. most people who play deadlock are trying to improve, so you will have to as well.
