New T4 Spirit Item - Soul Catalyst

Would love to see an item for utility based spirit builds that deliberately trades damage for more frequent ability use. Numbers obviously subject to change.

Lovely idea, Dashfernus and some Holliday players would love this, however the rest of the roster could abuse the hell out of this. Great stuff nontheless.

alternatively, it could be an imbue item and using the imbued ability reduces all other ability cooldowns. i feel like itd be a little less busted that way and would combo with echo shard and any charged abilities
