The item is an improvement on "Decay".
I think that the game lacks the ability to completely disable all types of healing to the enemy. When applied to an enemy, the item (like decay) deals damage from maximum health, imposes a slowdown and does not allow the enemy to restore health by any means (allies also cannot heal him).
Example stats: +18 spirit power, -5 hp regeneration (if a character has 2 hp regeneration, then after purchasing an item he will have -3 hp regeneration)
Active: when applied to an opponent, it causes 5%/sec spirit bleed damage and -100% healing reduction also slows down - 20% movement slow. Duration is 5 sec.
