new item idea for countering fire rate slow

Hello there! i have around 100 hours in this game and 2000+ hours in other MOBAs i have noticed a pattern to this game, good itemization can help a bad matchup. And i feel that is true for about 80% of interactions, however a common thing i keep coming across is Fire Rate Slow. Its currently on 3-4 items (Hunter's Aura, Suppressor -> Mystic Slow, and Withering Wisp) and on 7 Heroes (Bebop, Infernus, Kelvin, Lash, Pocket, Warden, and Yamato). now the current prevailing strategy is to either duck and hide, Buy either Unstoppable or Debuff Reducer/Debuff Remover. And my problem with these is that none of these are actually good at mitigating the problem its more of a band aid solution. Ducking and hiding works on the items in the game, debuff reducer/remover only works on the heroes and unstoppable is WAY too expensive for it to counteract just the simple fire rate slow. My solution? add a new item into the game and it would look something like this:

Rapid-Fire Shells
Costs: 3500
Component: Rapid Rounds
Effect:
+20% Ammo
+1 m/s Sprint Speed
Passive: decreases Fire Rate Slow on you and increases Fire Rate effectiveness
+10% Fire Rate Effectiveness
+20% Fire Rate Slow Resistance

Now i already know this item is over tuned, but it gets the idea of being able to counteract fire rate slow. And i don't think that fire rate slow needs to be tuned down in any sort because its fine tool that needs to be put on heroes/items. Its the fact that there is no way to counter this very specific strategy without going to drastic nuclear options. I would like to get peoples thoughts on this item if they think its good or if I'm just overthinking this and this item doesn't need to exist.
 
maybe instead of a passive give an active:

60s

for the next 7s, reverse the effects of slows on you and amplify bonuses to fire rate by 20%
 
That could work, however i feel like that would be way to overpowered if you reverse the slows, instead make it like vampiric burst but it gives you a 50% fire rate slow resistance and a 20% fire rate. that way slows are still very much effective but you can gain the upper hand. we dont want to nullify it just quell the hurting a bit
