Cho'Gall is a hero from Heroes of the Storm. He is one of the most unique hero from all games as two players control him.

Deadlock has possibility to add such unique hero to the roster. In this post I won't be suggesting any abilities but overall how would such hero work.
1. Movement
No changes from Heroes of the Storm. One player control whole movement of the hero.
2. Weapons
Both players would get a weapon but the one who can't control movement wouldn't have 360° aiming. I would say limited to 180° from the center of aim of other player. This would mean that second player can't shoot behind himself.
As for types of weapons those two players would get. The one controlling movement would get close quarters weapon like a shotgun while the second player an unique weapon like Drifter, Paige, Rem, Graves.
3. Stat sharing
All stats would be shared but some would have less magnitude. Only non conditional stats are shared.
Health, movement, stamina, cooldown reductions, durations would be shared with 100% magnitude.
That means if one buys an item giving +100hp the overall health would increase by 100hp.
Cooldown reductions would effect both heroes.
Shop bonuses for health would also effect max health with 100% magnitude, for example:
Player one has +50% max health, second player has +25% max health. Max health is increased by +75%.
Weapon damage, Firing Speed and Spirit Power would be shared with only 50% magnitude.
That means if player one has +50% weapon damage the second player will only get +25% weapon damage.
Only non conditional stats are shared, that means bonuses from items like +50% weapon damage from Point Blank would only be applied to the player who bought this item.
4. Items
Both player have their own souls and slot for items. They can't buy the same items. If Player One bought Point Blank the Second Player can't buy. It may seems harsh but it really isn't. As they are sharing stats many active items will become really powerful. For example Metal Skin, Player One who takes tank items will buy Metal Skin and Second Player who wants Spirit Power buys Extended Duration. Player One is deciding when to use Metal Skin which duration is buffed by the Second Player.
As for other cool combos. Player One can buy Kinetic Dash which effects would only apply to him but second player can buy Arcane Surge so Player One gets +1 extra stamina and when he Dash-Jumps both Players get their bonuses from those two items.

5. Design
I don't have much suggestion but here is some concept art of Cho'Gall who fits more New York.
