Haven't tested in a real match yet but in the hideout the hitbox is clearly quite bugged, as it'll randomly not pick up people it passes through. Sounds like other people are having a similar issue. Video attached is a demonstration of using the cart after vortex web. If it is bugged, this is definitely urgent.
