Mystic Shot damage decreased by Improved Burst?

I could be missing something, but this doesn't seem right.
Doing 150 with Mystic Shot before purchasing Improved Burst, and 120 after purchase.
If I'm understanding correctly, Improved Burst shouldn't be affecting Mystic Shot, aside from the +12 Spirit Power granted.

Mystic burst adds 30 dmg+ 4spirit to your 120dmg mystic shot making it 150

When you make it improved burst it requires 200dmg to proc, which doesn't proc from the 120dmg from your mystic shot
