Mystic Lethargy: Tier 4 mystic slow/suppressor combined item

Would be nice to have a T4 item that combines the effect of mystic slow/suppressor like how old mystic slow use to function. Any additional effects/stats wouldn't even be necessary as the slot compression alone would give it value. Would also be nice as a non-lightning scroll upgrade from mystic slow as many characters don't care for that item.

It would be a great item, but IMO it needs more value than just two combined items. Those items are based on "slowness". Maybe it could also slow down some other stats, like cooldown or reload time?
