Not sure if this is a bug or the tool tip is just unclear. Mystic burst and Tank Buster say "abilities dealing more than x damage" but do not proc on weapon or melee damage. This is the case when tested with exclusively weapon damage (Holiday's 3) and when an ability does both spirit and melee damage totaling more than the threshold (Drifter's 1).
