Mr. Livingston (Necromancer Hero Idea)

I'd love to play as this character. Any feedback and suggestions would be greatly appreciated.

Backstory:
Born around 200 years ago, Livingston is a lich of incredible power. Mr. Livingston's past is intentionally redacted from all official documents. As the first and only chief of the Occult Security and Investigation Committee, Mr. Livingston ensures that nobody knows anything that does not need to be known, which is practically everything.

He is currently investigating the patrons' influence on magic and any possible connections to the Maelstrom. Any rumors that Mr. Livingston is in fact a resurrected politician from the 1800s are completely false and those perpetuating them should be reported immediately.

Appearance:
Dark tuxedo overcoat. Green soul energy radiating off his skin. Tall and very thin. Formal and intimidating. Gray slicked-back hair and thin, pale, bone-white skin stretched over his frail body.

Stats:

Weapon: Bureaucratic Decline. A beam of necromantic energy coming out of his hand.

Abilities:

Soul Eviction: Summon a wave of souls that drains health, cancels abilities, and sends enemy heroes flying. Alternate cast to send allied heroes flying as well. Troopers killed by this are resurrected as undead troopers that follow you around.
CD: 30s. Range: 5m. Damage: 80 (x0.50 scaling). Charges: 1.
T1: If enemy heroes hit a wall, they are stunned for 0.5s. T2: +20dmg. T3: +0.5s stun duration and -10s CD.

Devour Breath: Consume the very air your enemies breathe in a cone in front of you, draining their life and silencing them. Troopers killed by this are resurrected as undead troopers that follow you around.
CD: 60s. Range: 12m. Damage: 120. Silence Duration: 1s (x0.01 scaling).
T1: +2m range and -10s cooldown. T2: +80 damage. T3: Improved silence duration scaling (now x0.02).

Resurrect the Fallen: Summon 2 ghouls who follow you around. Ghouls draw NPC fire, attack enemies (focusing on ones you're attacking), share your base speed, and share 50% of your max health but lose 1% hp every second.
CD: 90s. Melee DPS: 100 (x0.3 scaling). Ranged DPS: 50 (x0.3 scaling).
T1: The attacks of ghouls now restore health to you. T2: Ghouls now teleport to you if you're further than 40m away for longer than 5s. T3: Allied and enemy heroes who die within 20m of you summon ghouls.

Lichdom (Passive, yes passive ult): When killed, resurrect after 3s with a percentage of your max health and temporarily become immune to damage and status effects.
CD: 240s. Max health at resurrection: 10%. Immunity: 2s.
T1: -30s cooldown. T2: +15% max health and +1s immunity on resurrection. T3: Enemy heroes within 10m of you are stunned for 1s after resurrection.

Voicelines/Relationships/Personality:

Refers to Seven as "Prisoner Number 7" and considers him a threat that escaped and must be contained. Examples:
When helped by allied Seven: "Developed stockholm syndrome have you?"
On kill: "I captured you once, I'll do it again."
On escape: "You can't escape twice."

Considers Lady Gheist a kindred spirit (ba dum tish). Examples:
When helped by allied Gheist: "Birds of a feather- no- ghosts of a crypt?"
On kill: "We could have been friends."
On allied Gheist killstreak: "I'd expect no less."

Is Haze's boss. Examples:
When helped by allied Haze: "This might earn you a raise."
On kill: "Don't make me demote you."
On allied Haze killstreak: "Impressive. Perhaps a promotion is warranted."

Personality: Cool, calculating, manipulative. "All according to plan" type guy. "Magnificent bastard" archetype. Tends to lose composure when things go wrong: "No no no! I'm not supposed to actually die!" - when on low health with Lichdom on cooldown.

Spent 3 hours researching and conceptualizing this.

I don't know how I feel about Soul Eviction canceling abilities. He already has a silence on Devour Breath. Having two silencing abilities seems a little too much, especially in the early laning phase. Also, the damage and the width of the ability would need to be tweaked in such a way that it doesn't just wipe out the enemy trooper wave in one hit. That's a little too strong for early game.

I like Resurrect the Fallen. I think it synergizes well with the rest of the kit.

The ultimate:...........Mmmm. We already have one Yamato. We don't need another. I'm all for the resurrecting. Resurrecting will never not be funny. But the immunity is a little busted. Maybe an area stun around him after a delay to his resurrection, maybe? idk
 
Also, I think the bullet lifesteal attached to the gun is a little sus. That's a passive fifth ability and it's a little unfair to the other heroes
 
I agree with the changes to Lichdom and Soul Eviction. For Lichdom, it could be changed to this:
Lichdom (Passive, yes passive ult): When killed, resurrect after 3s with a percentage of your max health and stun enemies in a range around you for a short duration.
CD: 240s. Range: 10m Max health at resurrection: 10%. Stun Duration: 0.5s (x0.01 scaling).
T1: -30s cooldown. T2: +15% max health and +5m range. T3: +0.5s base stun duration.

The main difference between Yamato and Livingston is that Yamato's is activated and Livingston's is passive and automatically activates (much like Holliday's passive). It's similar to that one tier 4 vitality item (Soul Resurrection I think?)

The reason I have the bullet lifesteal is because of his 0 natural regen. He's meant to be a disruptor push-creator and sustainer, so he's more on the offensive side of things. I personally like the idea of having to fight/attack to restore HP, plus his weapon is close range so he has to get in close to attack/damage his opponents.
