Mouse not screen locked to primary monitor

Regardless of whether I use native, fullscreen, windowed, or enable the "full screen focus behavior" setting, my mouse is never locked to my primary screen. During normal gameplay it's not an issue because the cursor is not being used, but when in menus or if I alt+click, my cursor can leave my primary monitor off to either of my 2nd or 3d monitors. This is frustrating because a misclick on one of those monitors tabs me out of the game. I've tried using -fullscreen or -full in launch options, disabling fso, running as admin, and none of it made a difference. I'm on Win11 and have a relatively recent PC (i7-13700k, 3070) so I don't think this is a compatibility issue. The easiest workaround I've found is win+P and switching to primary monitor mode, but this disables my other monitors until I switch back.
The behavior I expect of a fullscreen program is to mouselock my cursor to the monitor its on until I alt+tab and minimize the game.
