Mods can change investment tree bonuses

I usually play the game with mods but after testing a few builds i saw my hp was kinda low on full vitality investments, then i saw that investment tree was showing negligible amount of hp given, i though that maybe it was a visual bug, but it wasnt, launching the game without mod made my character significantly tankier when i tested it. I know that mods arent considered as bugs but im wondering if they can decrease the investment tree values can they also increase them and break the game? Pictures for examples (first few pictures modded, after investment values unmodded). Visual bug. Doing this in valve servers wont affect anything but visuals.
So its a visual bug on valve servers but not on sandbox server? I looked at a replay where i played with mods and hp properly increased with vitality investments, but on sandbox when i tested it it took way less shots to kill on modded game (with same builds vs unmodded).

because sandbox uses local server which means any mods you have will work while valve servers it cant affect just visuals
