Mo and Krill get's Tankbuster in Street Brawl

Despite Mo and Krill having NO way to proc Tankbuster (despire active items), they still can get it as T3 choosable item.
This logic seems wrong, because character literally can't proc it by any way by himself, even with items like Boundless spirit.
My proposal is either remove Tankbuster from choosable items in Steet Brawl for mo and krill or make Scorn scaling better generally or just in street brawl

You need 255 spirit power AND enemy having 0 spirit resist to proc it.
To get so much spirit power in street brawl, you need ENHANCED Boundless, ENHANCED Witchmail, ENHANCED Emblem and some other Spirit T4 item.
This is pretty much IMPOSSIBLE to do. Your argument is invalid

sure but you mention it shouldnt be choosable for mo krill when you can proc it in other ways.

There is absolutely no guaranteed way to get ColdF/Arctic.
So if you got Tankbuster let's say, round 2, then you have item which does absolutely nothing up until next round, where you have only small chance to get it, and if you don't, then you still have useless item for 1 more round.
It can be that way for the whole game.
Even if we get lucky and got tankbuster right after arctic, still my takes is true - mo and krill CANNOT proc it by himself, by his abilities and raw spirit. Only by active items

not sure if like the idea of avoiding an item. You may get tankbuster and then you may get an legendary item that does certain damage to proc it or some enough enhanced buff procs of scorn
