All of viscous' abilities show how much their damage/healing scales from spirit power, other than Puddle Punch. It DOES increase in damage with spirit (about 0.12) and the damage numbers work in game, it's just a UI issue. You don't know how much it scales in spirit until you have the spirit.

It does not scale with spirit, it scales with 110% of your light melee damage, which itself scales by 50% of weapon damage bonuses.
Boundless spirit offers +30% weapon damage, which is where this scaling comes from in your image.
