Miss punishment stats for gun items

Gun builds in current meta is still boring and hard to separate good aimers and bad aimers as there's pretty much nothing besides fire rate and gun dmg to scale the DPS. Compare to previous patches, I feel like I do no dmg even though I hit every single bullet. Therefore, I came up with an idea to balance gun, miss punishment. It works like fixation but not entirely.

The item gives dmg to first 10 bullets approaching like how fixation does, then the item gives the dmg it should be giving afterward. If the player misses a bullet, he needs to hit 10 bullets again to get the item buff.

To classify good and bad aimers, this system can also have mechanic like what I say, "overclock". If the player hit 30 bullets without missing any, the item gives even more dmg.

Since it will heavily influenced by fire rate if so, it should be time-based. 3 seconds without miss gives 1.2x dmg, the second you miss give 1x and 10 seconds without miss give 1.5x dmg.

And it should be implemented to T3/T4 items.
