mirage in sandbox 'no cooldown' not working on 2

When testing out mirage in the sandbox and selecting the option 'no cooldown' in the hero tools menu, the ability on 2 'fire scarabs' maintains its 32 second cooldown whereas it should have its cooldown reduced
 
1. Enter hero labs as Mirage ("No Cooldown" option is off)

2. Use Tornado (cooldown starts)

3. Fire all Scarabs (cooldown starts)

4. Set "No Cooldown" option to on

---> Tornado cooldown resets
---> Scrarabs cooldown does not reset (!)

This also happens in the "Explore Map" mode.
