Minor Text Fix: Toxic Bullets Buildup Wrong

The toxic bullets buildup in the shop in the "Resources" tab of the main menu incorrectly reports a 0.9% buildup rate, when in game the buildup rate shows as 9.9%

it seems the buildup is per character

It's different for each character, 0.9% is the "base" then it gets modified by each character's base fire rate in-game
