minor rounding error in ivy's tether

ivy's tether has the same spirit scaling between bullet lifesteal and firing rate, but, because of what I assume are breakpoints that vary depending on how big the number is, they will scale differently when gaining spirit

eg: in sandbox,
- unmaxed tether will gain 2.4% fire rate and 2.2% bullet lifesteal from the item extra spirit (+12 spirit; 'true' 2.4% to both stats scaling at 0.2 spirit power).
- tether with the first point into +15% fire rate will make the spell gain 2% fire rate and 2.2% bullet lifesteal instead
- if buying boundless instead, tether (with the first ability point providing +15% fire rate) will instead gain +15% fire rate but only +14% bullet lifesteal, suggesting it's not strictly an issue with the backend scaling values
