I've seen 2 mini-maps like this, it is either white and red or yellow and blue, in the start of the game it was yellow and blue and through the game it changed to white and red. Pretty sure it is not supposed to change? For better visibility, the white and red is better, but the yellow and blue is better looking in my opinion.
