In the new update, Mina was supposed to receive a lower cooldown at t2 and a third recast at t3 but it appears as if the actual upgrades are identical to pre-patch.
If you use mods, they will sometimes break ability descriptions. Or, your files are broken, either way just verify your files or disable your mods until they're updated.
