Mina bats has a self cast timer when you have hold/double tap to self cast

For some reason Mina has a delay on her sanguine retreat when you have instant cast and either hold or double tap to self cast active. It's rather annoying to have on an ability that you want to quickly use to dodge stuff, please fix it. Thanks
