On the other hand, how are those misses? I 100% feel like those should hit.

Left creep clearly standing inside the indicator:

Wraith also almost fully standing inside the indicator when it appears, only 1 foot is outside of it
Even when the red stuff appears shes still clearly standing inside:

This one is a bit more debateable, hes just barely inside the indicator.
On the other hand he was not moving so latency is not a factor here and pausing at the right frame u can see the red of the ability is visible on Moes back:
