Metal Skin is a terrible item right now. I think this is due to a lot of factors, probably more the move speed minuses than anything else not allowing any character to actually escape and making them an easy target for any spirit damage characters, but also that as they game progresses "M1" characters do less and less of their damage through bullet damage directly. Instead, because of the new item Mercurial Magnum and Tesla-Bullets/Capacitor around half of their damage will be done through spirit instead. Below is an example of Gun Ivy, with a fairly popular build:
The spirit damage is nearly equal to the bullet on this "gun" character.

Even without any bullet damage Ivy manages to do 600 damage to Krill. It would literally be more effective for Mo and Krill to burrow than to activate Metal Skin. Capacitor itself also completely nullifies metal skin, removing the buff on a 40 second cooldown. Capacitor is built by almost every single gun hero, with the only exception being viper, who also has an atrocious winrate. Metal Skin has the second worst winrate in the game (as seen on Tracklock.gg).
Capacitor, Siphon Bullets, Mercurial Rounds, and every single Hero M1 proc going through metal skin i think are a major contributor to it being so low. Map mobility, the discouragment of 1v1s, and time to kill beiong increased with the Lane Update have also significantly affected the items usefulness, making it hard to justify an item that will significantly reduce your own damage (3k investment), make you slower, and probably only work on 1-2 characters on their team.
A rework that removes damage from item procs from bullet damage (i.e. Tesla-Bullets/Capacitor, Siphon Bullets, Mercurail Rounds) might make this item more usable. The movement slows might need to be removed from the item as well, as half the M1 cast will just take off like an F1 Jet the moment they're in danger. M1 Hero procs (i.e. Afterburn, Lovebites...) shouldn't be removed by this item, as debuff remover already covers that. Those are just my thoughts, as this item should be more useful than for a single character that isn't very good in the meta right now anyway.
