This is a frequent problem I have where I get the visual and audible feedback of hitting a soul, but nothing happens. The only thing you need to replicate this is get the timing down from when the first cloud effect appears.
I was about to give up with testing if my gun could do a similar thing when I finally managed to hit a 16ms soul. I clipped that with the "record last 30 seconds" shortcut, and I'm guessing that's what caused the server CPU to hit 89% for a moment. I'm not sure if this would impact the soul secures or not, but I managed to get a 0ms soul right after, and it should not have been a 0ms soul.
Either way, the soul punching behavior is really weird to me, and I don't think it's intentional. I'm not the first to report this bug, but I'm pretty sure I'm the first to prove that it's consistent. (All the other reports say it's inconsistent)
