McGinnis turrets are quite buggy after the 11-21-2024 patch

McGinnis turrets are quite buggy.

Here are the bugs I've found:
  1. Turrets shoot 16% slower than listed. As a result, actual turret DPS is 16% lower than the listed DPS. (Turrets should be 0.25s per shot, but are actually 0.3s per shot.)
  2. The tier 2 turret upgrade (+10% attack speed) does not boost attack speed.
  3. ALL attack speed boosts increase turret fire rate by 50%. None of them stack with each other. (The tier 2 turret upgrade doesn't boost fire rate. It does nothing.)
    • Medicinal spectre (should be +35% fire rate), boosts fire rate by 50%
    • Heroic Aura passive (should be +40% fire rate), boosts fire rate by 50%
    • Heroic Aura active (should be +25% fire rate), boosts fire rate by 50% (The active has a larger radius than the passive. Hence it's possible to apply the active without applying the passive.)
    • None of these effects stack. If a turret is effected by all three boosts to fire rate, then the turret will still only receive a 50% fire rate boost.
    • This makes Heroic Aura almost completely useless for turrets. If a turret is effected by Medicinal Spectre, then Heroic Aura will have no effect
Since the turrets fire slower than listed, this 50% fire rate boost ends up being less than what it ought to be. For example, level 1 turrets effected by Medicinal spectre should take 0.185s per shot (0.25s/1.35) however they actually take 0.2s per shot (0.3s/1.5).

How to easily reproduce my results:

These results are very easy to reproduce. You don't even need to use recording software.
  1. Use the sandbox mode and deploy a turret facing the test dummy.
  2. Without any upgrades, the turret hits for 10 damage and lasts 24 seconds.
  3. In those 24 seconds, the turret deals a total of 780 damage, which is 78 shots.
  4. Hence it takes 24 seconds to do 78 shots, or ~0.3s per shot.

Seems like there is a fire rate cap to avoid turret animation breaks
The fire rate cap appears to be 0.2s per shot. This has been the same cap since turrets had a much slower fire rate in previous patches. The problem is, now that turrets have a supposed base fire rate of 0.25s (it is actually 0.3s), it is much easier to hit that cap.

If turrets actually had a base fire rate of 0.25s per shot, then you'd only need mere +25% fire rate to reach that cap (or +15% if the tier 2 upgrade worked). Medicinal Spectre, with +35% attack speed, far exceeds that cap.
