Max/Current HP Item that deals bullet damage

I noticed that all of the items that deal max or current hp damage are all spirit items (bleed from toxic bullets, decay, and improved burst). I think that would encourage the tanks to spec against spirit damage to avoid being easily couuntered. It would be nice to have something that deals that type of damage in the form of bullet damage, since having to take out a 3k or 4k hp Shiv/Abrams (who build high resistances naturally) with pure gun damage is a nightmare. I was thinking about an item like BoRK from LoL but at a proc frequency of 0.5/0.7 seconds to prevent it from being OP on higher fire rates. Let me how you would balance this and/or if am missing something.
