math inconsistency in improved burst proc threshold damage calculation (rounding issue with resists)

if ability's damage is very close to 80 (just <80, so it rounds up to 80 on ui) it will only proc on damaged targets (the closer the damage is to 80 the higher the chance), but if the target has resists, its impossible to proc it at all. If the ability has valid 80 damage then this issue disappears.
This isnt an insane bug, but it does mean the rounding is done too early for the comparison to the proc value of improv burst.

demonstrating it on a realistic example as well.
we have for vyper dagger: 50 base + (33 spirit from items + 4.4 spirit from boons) * 0.8 = 79.92 damage, rounds up to 80 on ability ui. we have:
