Matchmaking with 3 people, the same person is always solo

My main group is me and two friends who play together. It seems that, with the "With Party" lane setting turned on, its always myself and friend A in a lane together, while friend B is in another lane with a random. It seemed like a funny coincidence, but it genuinely does happen every single game.

We've tried having player B join the party first, but no dice. I generally always host, but player A has hosted occasionally and the outcome is no different. Player B is ALWAYS in the lane alone while A and I are together.
