Match gets red banner top right without anyone leaving before a match even starts

my matchid and other people I've seen report about this

these matches don't have the "this match wont be counted" written on them despite red banner popping up at 0:00 and some even ending before 5 minute mark

if people leave the match to rejoin due to a bug or w/e they can't rejoin either it seems

Red banner pops up before a person joins. It could be they leave the match and sit in hideout, then a banner pops up because of them dodging a game, but they are still able to rejoin the match.

people in my match also talked about it like they've encountered it before and knew how it worked, so I'm sure these arent rare cases

There are hundreds of people facing this issue but valve isn't responding, are you from Middle east by any chance ?

No, I am not, and it didn't happen to me specifically, just in my lobby.
I don't think its the same thing, it's still a normal 6v6 match, no one has left, but there's a red message on top from the very beginning

It happens with me when I am unable to join for the first few secs but then suddenly am allowed to join game but it shows the red message already and it's all 6 v6
