As stated in the title, the extra "bullet" fired by lucky shot is proccing on hit effects with 0 range fall off, this allows for double proccing fixation on haze, building 2 stacks with 1 shot, and also with infernus, allowing infernus to ignite someone at any range.
Here's a clip showing the lack of fall off with infernus. I believe this also applies Toxic Bullets and other on hit effects.
