When both of these items are in your inventory and the Lucky Shot procs, instead of increasing your shot damage, it actually reduces it by 80%. This issue can be reproduced using Paradox's Level 3 Kinetic Carbine. Equip Lucky Shot and Improved Burst along with another weapon item to push the Kinetic Carbine's damage threshold high enough to trigger Improved Burst. When both of these items activate, the damage is reduced rather than enhanced. This could effect other heroes abilities as well as I have only tested with paradox.
