Low FPS - High end system

Not sure if this is normal, but I'm playing on a 7800X3D & RTX4090 system at 4K maxed, but are only getting 40-80fps depending on the scenario.
I know the game isn't optimized yet, but I see others getting over 200fps with a 4070Ti, albeit not knowing the resolution they are playing on.

Are there any settings I should turn off, that tanks the FPS?

You can turn off all settings.
Graphics don't solve so much in betatest.
