Lightning Scroll - not greyed out for heroes that cant buy it

Lightning Scroll is unpurchasabe on some heroes, but isn't greyed out like extra charge/ rapid recharge is. (it used to be). Still can't buy it though.

Seems that extra charge/rapid recharge are also always greyed out, even if the hero can buy it (at least in hideout/sandbox)

I dont have this issue, but if I hover over the respective items, they will be greyed out and unable to purchase. But in the menu itself they look purchasable.
