Lightning Scroll does not proc on Pocket's Affliction

After messing around in the Sandbox I tried building Lightning Scroll on Pocket and realized that Affliction does not proc it.

This is working as intended. Affliction says it doesn't apply on-hit item effects, which Lightning Scroll is.
