Lightning Guard - Fight among the rooftops

The idea behind this item is that you can access the rooftops easier and fight on top of them without having to worry about the lightning rods too much.

+15% Jump Height
+40% Lightning Rod Resist
+12% Spirit Lifesteal in Lightning Rod Range
-10% Spirit Resist

I've been thinking of ways to interact with the rooftops more. I like this as a start, but I feel like when you're that high up, you're probably traveling from one place to another, rather than actively fighting.

What if lightning damage also charged up your damage for a duration after leaving the radius of lightning rods?
