Lash began to slide after the second ability.

I don't think this is a bug, Billy's basebal bat has a similar effect to phantom strike, which forces players towards the floor.

I think what's happening here is that due to the angle of the stairs, the effect hadn't fully completed when lash clicks his grapple, which means that he gets a little bi-directional momentum, and then is continued to be forced to the floor.

Okay on rewatch, it's what I'm describing, but not carried over from the first strike, but lash uses grapple as he gets bat smashed on the 2nd hit.

Billy's first ability doesn't seem to have anything to do with it here.
Above, I managed to reproduce this bug without using Billy's first ability.

Yes, I am absolutely certain that Billy's first ability has nothing to do with it.
There is a blue trail behind Lash, which means he used dash.
This can be seen in the very first video.
