Lag issue with [Client] message in console

I am experiencing dozens of instances of lag issues during each match. It doesn't matter what server I play on. My ping does not spike and my FPS does not lower. When the lag occurs, this green [Client] message appears in console, and only appears when it lags. Any ideas what's causing this and a possible fix?

I am experiencing the same issue except that I think mine is caused by a flood of these pink messages. Have you found a fix?

this has been happening to me since i started testing in may, i wish valve would fix this as it causes unplayable amounts of lag a lot of the time
