Always felt like the case but when I have multiple charge, I try to use each charge on allies(on enemies felt easier) but seems like there's invisible cooldown? or bug? as if you get 0~3 randomized cooldown and can't 'spam' on multiple targets consectively unless I spam move input in multiple directions, just tested on practice range as well. Still there.
