Kudzu Connection T3 upgrade prevents Surge of Power from proccing

When Surge of Power is imbued into Kudzu Connection, it works otherwise perfectly.
But after upgrading the ability to T3 (Ability is always active), Surge of Power no longer procs because the ability can no longer be activated.

going by the fact that you cant imbue kudzu connection with anything else, i reckon this is probably an oversight yh
