Kelvin's ult completely freezes game

Whenever Kelvin uses his ult, regardless of whether or not I am playing as him or fighting against him, the game freezes as he starts using it. I was able to consistently replicate this by using Kelvin's ult on Sandbox mode, in which immediately using his ult freezes the game.
